A Russian businessman has filed a lawsuit with the Moscow Arbitration Court accusing Prime Minister Vladimir Putin of failing to act properly, a leading Russian business daily .
Kommersant wrote that the lawsuit filed by the businessman from the city of Buguruslan in the Orenburg Region, the Volga Federal District, was against Putin not as premier but as an individual. Referring to what he accused Putin of, the businessman used a Russian abbreviation that could mean “criminal negligence” or “criminal omission.”
The newspaper said the lawsuit will hardly be considered by the court. It also said that Putin could have been unaware of the lawsuit, submitted Friday, but noted that on Friday Putin held a meeting with high-ranking members of Russia’s ruling party United Russia. At the meeting, the premier, in particular, assured the members that there will be no economic catastrophe in Russia but said the crisis has not yet reached its peak and could last for a while.
Kommersant also said that there is an impression that Putin devoted his meeting with United Russia to proving that he is not “failing to act.” Putin also said Friday that legal forms of protest in Russia should not and will not be restricted. “Our legitimate political forces have been acting responsibly and I hope that this will continue. We cannot, we should not, and we will not restrict legal forms of protest,” he said. January 31 saw Russia-wide rallies both in favor of and against the Kremlin’s anti-crisis measures. Russia has been hit hard by the worldwide economic downturn, which has cut the price of oil and other major commodities which drive the Russian economy.

Veteran rockers Deep Purple will give two concerts in Moscow on April 18 and 19 this year in the capital’s B1 Maximum club, the concert PR agency Melnitsa-International. Last year, Deep Purple toured 11 cities in Russia and Ukraine from October 12 through 28, visiting not only the two countries’ capitals of Moscow and Kiev, but also Odessa, Novosibirsk Rostov-on-Don and St. Petersburg. The organizers said that all of the concerts on last year’s tour were sold out and Deep Purple “played the best of the best that was recorded between 1968 and 2008.” Deep Purple is Russian President Dmitry Medvedev’s favorite musical group. Formed in Hertford, England, in 1968, Deep Purple along with Led Zeppelin and Black Sabbath, are considered to be among the pioneers of heavy metal and modern hard rock, and were once listed by the Guinness Book of World Records as the world’s loudest band. They have sold over 100 million albums worldwide. Deep Purple stated, “Everything we do is about the music! The prizes and their winners are:
_ Nobel Prize in physiology or medicine to French researchers Francoise Barre-Sinoussi and Luc Montagnier for their discovery of human immunodeficiency virus, or HIV, in 1983. They shared the award with Germany’s Harald zur Hausen, who was honored for finding human papilloma viruses that cause cervical cancer, the second most common cancer among women.
_ Nobel Prize in physics to Japan’s Makoto Kobayashi and Toshihide and American Yoichiro Nambu for theoretical advances that help explain the behavior of the smallest particles of matter.
_ Nobel Prize in chemistry to Osamu Shimomura, a Japanese citizen who works in the United States, and Americans Martin Chalfie and Roger Tsien for discovering and developing green fluorescent protein, or GFP, that has helped researchers watch the tiniest details of life within cells and living creatures.
Nobel Prize in literature to France’s Jean-Marie Gustave Le Clezio for works characterized by “poetic adventure and sensual ecstasy” and focused on the environment, especially the desert.
_ Nobel Peace Prize to Former Finnish President Martti Ahtisaari for his efforts, on several continents and over more than three decades, to resolve international conflicts.
_ The Nobel Memorial Prize in Economic Sciences to American Paul Krugman for his analysis of how economies of scale affects trade patterns and where economic activity takes place.

A leading scientist said , citing a Swedish study, that the use of cell phones from an early age could lead to brain tumors. We have a very cautious attitude as regards children, our future generation. There is data suggesting that brain tumors could develop. The cited Swedish research data, which he said showed that if a child uses a cell phone from 8 to 12, then the risk of developing a brain tumor by the age of 21 increases fivefold. He also said that every person is subject to electromagnetic radiation from cellular base stations. He said people use mobile phones too often, which means the dose of radiation they get is comparable to that received by workers whose profession involves dealing with radiolocation equipment and transmitters.
There is as yet no reliable research proving cell phones are harmful to health. However, he said that according to the World Health Organization, Alzheimer’s disease, depression and a greater risk of epileptic reactions could be the possible consequences of mobile phone usage.
The head of the medical center’s radiobiology and non-ionizing radiation hygiene lab, He said in turn that in line with Europe sanitary norms, the use of cell phones is not recommended for minors.
“The brand or price of a cell phone doesn’t matter. The dose of radiation is defined by the network operation mode and phone use intensity,” he said.
He also said that a wire or wireless headset would make the distance from a person’s head to the phone over 0.5 meters, a distance believed to be safe. He also advised cutting down on calls.
We’ve heard about the dangers of cell-phone use…particularly – brain tumors. But finally, some interestingly positive effects of using your mobile have come to fruition. New Italian research suggests that prolonged contact with the electomagnetic field (EMI) generated by cell phones use could “activate” parts of your brain…and may “have beneficial effects for people with migraines, stroke or dementia”…but it is also noted that there could be “possible detrimental effects for those with epilepsy”…I’m sure, however, that any new developments, good or bad, regarding health and cell-phones won’t change the habits or mobile users.
Interesting, nonetheless.

Russia’s first Borey class strategic nuclear submarine will start sea trials. The fourth-generation Yury Dolgoruky was built at the Sevmash plant in northern Russia and was taken out of dry dock in April 2007. It will be equipped with Bulava ballistic missiles upgraded from Topol-M (SS-27) missiles. The submarines reactor will be switched on by the end of November. Yury Dolgoruky will go to sea by yearend. The submarine is 170 meters (580 feet) long, has a hull diameter of 13 meters (42 feet), a crew of 107 (55 officers), a maximum depth of 450 meters (about 1,500 feet) and a submerged speed of about 29 knots. It can carry up to 16 ballistic missiles. Two other Borey-class nuclear submarines, the Alexander Nevsky and the Vladimir Monomakh, are currently under construction at the Sevmash shipyard and are expected to be completed in 2009 and 2011. The construction is going according to Schedule. Russia’s Navy commander, Adm. Vladimir Vysotsky, said in July that the construction of new-generation nuclear-powered ballistic missile and attack submarines is a top priority for the Russian Navy’s development. Under the Russian State Armaments Program for 2007-2015, the Navy will receive several dozen surface ships and submarines, including five Project 955 Borey nuclear-powered strategic ballistic missile submarines equipped with the new Bulava ballistic missiles, two Project 885 Yasen nuclear-powered attack submarines, and six Project 677 Lada diesel-electric submarines.

Polish Foreign Minister Radoslaw Sikorski said on Wednesday that a battery of U.S.-manned Patriot systems would be placed in Poland regardless of the prospects for the deployment of a U.S. missile defense base in the country. “It is another reason for us not to return to the Conventional Forces in Europe treaty [CFE],” said Vladimir Anokhin, vice president of the Academy of Geopolitical Problems, a Moscow-based think-tank. Washington signed deals with Warsaw and Prague last year to deploy 10 interceptor missiles in Poland and a radar in the Czech Republic by 2013.
To clinch the deal with Warsaw, the United States accepted Poland’s demands for extra security guarantees to offset the potential risks of deploying a missile-interceptor base in the Central European country, including a Patriot missile air-defense system and greater military ties
Washington has since moved to find a compromise on the missile shield dispute with Moscow, and has sought closer cooperation with Russia to prevent Iran from building nuclear weapons. The missile threat from Iran has been cited as a reason for deploying the shield in Central Europe.
Patriot (MIM-104) is a theater air-defense system designed to counter tactical ballistic missiles, cruise missiles and advanced aircraft.
As well as the USA, Patriot is in service in Egypt, Germany, Greece, Israel, Japan, Kuwait, the Netherlands, Saudi Arabia and Taiwan. Patriot missile systems were successfully deployed by U.S. forces during Operation Iraqi Freedom in 2003.

Welcome to QUAKE LIVE! Everyone on the development team and at id Software would like to thank you for stopping by and giving this very exciting new project of ours a shot. We look forward to hearing from you, playing in matches with you, and most of all hope you and your friends have a great time with the game.
For those interested, we’ve posted a lot of more detailed information regarding the beta, our philosophy, and the future of QUAKE LIVE in the developer blog.
It’s been 24 hours since opening QUAKE LIVE and we wanted to provide a quick update on the hot topics. First, we really appreciate the positive feedback from everyone that’s making it through, but also understand the frustration of waiting in line.

QUEUE
Obviously, the biggest factor we’ve had to deal with is the overwhelming number of people that have visited the site, and in nearly all cases encountered a large list of people ahead of them in the queue. Couple points on this:

1. We obviously didn’t intend for tens of thousands of people to have to wait in the queue, but it was put in place for a reason, and that was so once you made it to the site, it still performed fairly well and didn’t crash under heavy loads, which for the most part has worked well. We apologize for the frustration a line causes, but it will be in place until we can scale and optimize our back-end to accommodate “everyone.” This is our top priority right now and when we get to that point, there will be no queue. You can certainly trust us on this – for a game funded by advertising revenue, we don’t want a queue keeping you out anymore than you want it.

2. As mentioned in the developer notes post, it’s was very difficult to estimate how many people to expect when opening this. There are so many things that can affect traffic to a site, and like many online games or services during launch, we got slammed. We also had a number of hardware and software issues that we’re still working through. It’s important to at least note that we’re trying to walk a fine line with this project, in that we’re running a backend system more like an MMO than a FPS; but we’re not charging you $60 up front to help offset our costs or charging a monthly fee to play. Hopefully, it then makes sense to everyone that we need to be responsible with the costs of our infrastructure and grow or optimize as demand warrants. We’re in this process now.

3. We had a few bugs in the queue that caused a number of issues. Most of these have been addressed and the queue should be running more efficiently and reliably, including not kicking you back to the queue after downloading the plug in.

The postponement of the restart of the Large Hadron Collider from this summer to September is due to work to raise the system’s reliability. A short technical stop has also been foreseen over the Christmas period,” CERN said. “The LHC will then run through to autumn next year, ensuring that the experiments have adequate data to carry out their first new physics analyses and have results to announce in 2010.” The new schedule also includes possible collisions of lead ions in 2010. “The schedule we have now is without a doubt the best for the LHC and for the physicists waiting for data,” said CERN Director General Rolf Heuer. “It is cautious, ensuring that all the necessary work is done on the LHC before we start up, yet it allows physics research to begin this year.” Last September, amid much hype, scientists fired the first beam of protons round the vast underground circular device, which is run from a control room in a suburb of Geneva on the French-Swiss border. Two weeks later it was shut down due to a helium leak into the tunnel housing the device. The collider, located 100 meters underground with a circumference of 27 km, enables scientists to shoot sub-atomic particles round an accelerator ring at almost the speed of light, guided by a powerful field produced by superconductor magnets. Particles are sent round the ring in extreme vacuum cooled by liquid helium to minus 271 degrees C. By colliding particles in front of immensely powerful detectors, scientists hope to detect the Higgs boson, nicknamed the “God particle,” which was hypothesized in the 1960s to explain how particles acquire mass. Discovering the particle could explain how matter appeared in the split-second after the Big Bang. The international LHC project has involved more than 2,000 physicists from hundreds of universities and laboratories in 34 countries since 1984.
